The announcement bar is for KULTXR staff.
It is published to every page of a public site.
Site settings
The announcement strip and the navigation, on every page of the brand's site.
This brand has never published its site settings from the portal, so the site is still building from the file in its repository. Publishing an announcement on its own would replace that file with a document containing nothing else — no navigation, no footer. A developer publishes the current settings once, and this screen works from then on.
