They hold every address a brand site has collected.

One contact per address, merged from the site's subscribers, enquiries and briefs. Only a subscription is marketing consent; an enquiry or a brief is not.
Suppression list — who must never be emailed
Separate from consent on purpose. Somebody who unsubscribes and later fills in a newsletter form has consent again and must still not be mailed; a bounce or a complaint suppresses an address whose owner never expressed any preference. One flag for both would let a re-subscription silently undo a spam complaint.

Segments and templates
A segment is a saved filter over the contacts above. Previewing it shows who a campaign would reach and who it would skip — suppression always has the final word, so a segment saying "everyone" still cannot reach somebody who unsubscribed.
